It seems improbable that imposition

of visa requirements for entry to Hong Kong

will influence the Communist authorities

towards recognition of British Consular

officials dy that they would be prepared

to acquiesce in the functioning of

British Consul merely for visa purposes. Entrants from communist areas will therefore

for the most part probably arrive without

visas and will have to be dealt with by

the Immigration Department. There might

also be difficulty in recognising as valid

any document of identity issued by the

Communist authorities since this may be deemed

to apply some measure of diplomatic recognition

of the Chinese Communist authorities. This

point is being considered here and I will

advise you further.
